Okay look, all girls/women go through this. It's called infatuation. The part that says let it go is your brain and the part that says go for it is your infatuation feelings. I know I'm kinda like that too. But, I think you should wait for him to make the first move. Guys don't like pushy girls.

Just try being friends with him, that way he gets to know you, without the whole pressure of gf/bf thing... If its meant to be it'll happen, just give it some time.
He said no once, so you might come accross as pushy and "bunny boiler" type. If he was looking the likelyhood is he may fancy you... unless you had a huge spot or some spinnach hanging off your teeth!???

Take it easy, let him do the chasing, don't let him think you are desperate, play hard to get and then see if he comes running, but don't give him the chnce to turn you down again, it will only hurt your feelings, besides there are plenty more fish in the sea and there is someone out there especially waiting for you.

Move on focus your attention on someone else.
It is his loss and maybe he might realise that when you are all over someone else, it works a treat.
But make sure you have a couple of girly nights out, slag all men off get everything off you chest then do it.
You will feel a lot lighter and better for it too.
