A human has to have the gas built up and ready to go in order to flatulate. In the event he is ready, he can go whenever he wants.
It is considered rude, however, to flatulate in the presence of other people and when not used in a humorous atmosphere, should be avoided.
Some men are just rude folks, however, and will flatulate anywhere or anytime.
