When I lived there, there was at least one company that would find an apartment for you, at no charge. They only listed apartment complexes that agreed to pay them a finders fee, so they don't have everything. But they were very helpful, especially since I was moving there from Connecticut. Unfortunately I can't remeber their name, but a quick search online should find them - I found them advertised in a booklet about Jacksonville apartments.
