IT depends who is talking about human rights. If it is our government, then Human rights is applicable only to our (non Muslim Americans, Legal residents, People with money and power, Groups with strong lobbying powers...etc.) as for for human rights over seas, we are only concerned with those humans living under certain dictators that we do not have any control over or those that serve other foreign powers other than our own.
