not sure if it,s gas problem ;-- can,t find a filter --- can,t find a service manual for a bf20 (1978?) on line; help! -- won,t run with choke off ???

Your can find your filter by following the fuel line under the cowl. It will lead you to the white fuel filter. You are going to need to rebuild the carb. Not to hard, but some items you will want to replace. There are 2 base gaskets and a insulator, it better to replace all 3, the gaskets can be hard to scrape off. The pilot jet, very hard to get clean and is causing your issue. Use spray carb cleaner only, no soaking their carbs in cleaner. Spray through all passages and reassemble.

Check the chock cable, may be frayed or damaged, check spark plugs, see if they're fowled up with black soot, set the idle up a bit after you warm it up. In other words, once you let off the choke and it shuts off, raise the idle a bit and try to start it without the choke.

Check the throttle cable too, you may need to adjust it by pulling some slack from it, then tighten the set screw.

It sounds like a fuel problem! Mercury has a product called "power tune" . Have used it on numerous outboard motors and has cured the problem of oil gum in fuel systems. Your engine sounds typical to this problem. If not it won't hurt it.
