in safemode i logged as administrator, but when i open user accounts (XP) it is showing my account details only. I am unable to see all accounts. And there is no add account option. It means that i am not admin? why it is so?

you must be using a older version of windows if ur able to go into safe mode because with windows xp i cannot. unless there is something wrong with ur computer and it allowed you to go into safe mode

Safe mode is only to load the os with minimal requirements to get back the system from the recent incompatible settings and installation. So the administrator too reboot the system after the safemode to get full access to the privileges.
