Same problem with my house mate - she NEVER replaces the roll when she's used one. So now she has to cos I threatened to use her flannel/sponge to wipe if she did it again!

Ask yourself, If there is just enough paper, so that the roll is finished when you have finished, do you replace the roll, or wait for someone eklse to do it.
If you do it, every time, then its reasonable to hope that others might do it. Stick a notice above it.

Yes it is most annoying,i suggest you put up a notice behind the toilet door telling everyone to make sure there is one in there before they leave the room. good luck sweetheart.
