Unfortunately my answer, what I think your looking for, is gonna probally sound as creepy as you think your question is.
Your looking for a necklace, made out of various materials that fits snuggly on the neck, right? And they basically have the same effect when worn on pretty women as tattoos exposed on the small of the back under a belly shirt, right?
I've always known them as "chokers".
