I believe you are referring to an hermaphrodite, and the answer is yes. Men and women start life with the exact same cells for the construction of sexual organs, just arranged in a different fashion according to complex genetic commands. The male scrotum is the female labia, the male head of the penis is the female clitoris, for example. Sometimes this seperation of the sexes is somewhat imperfect, and the sexual organs may retain features of both sexes; such as a greatly-enlarged clitoris in a female that resembles a small penis.
