In my country (Romania), there's a very simple way to connect to the Internet. All you need is a telephone line and a dial-up modem. There are some telephone numbers which provide access to the Internet and one pays the very low cost through the phone bill.
I don't know what country you are from, but I know for sure that similar services are available in Italy, Ukraine, Moldavia and Israel. I suppose that kind of services exists in other countries too, but I don't know for sure. So try to serch (with "Google") for "Internet, free, connection" or similar words on pages from your country.

If your computer is equipped with a wireless card, and you find some business places which offers free wi-fi (wireless fidelity), then you can go there and access the internet on their service.

Get your neighbor to share his or her WiFi network with you. It's surprising how many will do it. Or who haven't bothered to set a password.
Then there are cities that are going completely WiFi, all for free.
Just make sure your own computer is protected against snooping.
