Check with larger businesses, they often roll PCs out every 3 or 4 years - you could possibly get one from them, or sometimes they deal with services that take all of them and resell them.
Should be able to find something nice for $100

There are a few companies that provide good prices for new computers. Check the following

RL Supplies - www.rlsupplies.co.uk
There may be several more companies that provide new 'high value' computers (2nd hand is a different story) but I'm sure you'll find the prices are about the same as those above.

For new and clean, try dell.co.uk.
UKfrenzy.co.uk usually has some dell discount vouchers to use aswell. Be looking at £250-£300 for a basic kit.
If you go to eBay, you can get some very acceptable PC's for about £150 second hand.

Try www.computergeeks.com, look at tge geek specials and the sunday specials. They usually have great computers at a very affordable price.
You could also try newegg.com shipping will be extremelly expensive since you are in the UK.

well if you know alot about computers and their hardware, why not save some money and built your own.
or if you email the speficiations your looking for i'll built it for you.
of course you will need to pay the postage.
since i build machines from about £200-£4000 and upwards.
