Maybe they be off at a conference improving their skills. It is not the same as when students be off - that is called hookey.

Well let's see, they're human beings, so maybe they're ill, they may have doctor's appointments, meetings with other education officials to plan curriculums etc. They have had a family problem and have to leave work.

Contrary to the student belief, teachers and other educational administration people are not hatched as fully grown teachers, they have lives just like you do.
