It depends.

One billion in the US has 9 zeroes
One billion in the United Kingdom has 12 zeroes.

This has been cause for some debate. The assumed number is what is sometimes referred to as 1000 milliion or 1,000,000,000 (9 zeros); however in some countries a billion is interpreted as a Million Million or 1,000,000,000,000 (12 zeros).

A traditional English billion is one million million which would look like this:
1,000,000,000,000
(twelve zeros)

This has been largely overtaken by the American-origin:
1,000,000,000
(nine zeros)

The second answer is also known as One Thousand Million.

And of course you could put as many zeros before the 1 as you like..... and then put a decimal point after the last zero and add some more!!

Klo-Jann writes:
According to your verbal phrase, (no matter the number of place value zeroes)
the number of zeroes in 1 billion
= 1 billion/0
As we cannot divide by zero, the answer is "undefined".

Klo-Mann's addendum:
Many answerers interpret the question as the number of place values (in this case, not including the decimal place values) of the figure 0(e.g.
in the number 10, the number of place values of the figure 0 is 1;
in the number 100, the number of place values of the figure 0 is 2;
in the number 10,000,000,000, the number of place values of the figure 0 is 10).
I do not know what the asker is REALLY asking but I'm sure that there are 9 place values of the figure 0 in 1 USA billion and 12 in 1 UK billion. My sister is correct mathematically and some of us (including me, Mann) are correct in the case of place values of figure 0.

In spelling "billion" there are no zeros. 9 zeros if talking number-wise.

The term billion has fallen into misuse. Scientifically it is one million million so the answer is 12. The politicians could not cope with this so tax/finance came up with 1000 million, i.e. 9

Billion means a million of millions(one million squared), so it has 12 zeros:
1 000 000 * 1 000 000 = 1 000 000 ^ 2 = 1 000 000 000 000
Although in american version it is only a thousand of millions:
1 000 * 1 000 000 = 1 000 000 000
And it has 9 zeros only
