I'm presuming that you haven't selected to make the taskbar 'autohide'. You do this by right-clicking on your taskbar and clicking on 'Properties', where you are able to change several things.

Try holding down the Windows key and pressing the Tab key. (The Windows key is the one with the Windows logo printed on it. The Tab key is the one with small arrows pointing left and right on it.)

If this reveals your taskbar, hover your mouse cursor over the top of it until it looks like a vertical line with arrow pointers at its top and bottom. This will allow you to resize the taskbar. Move it up a little until the taskbar is the size you wish it to be, and then release your mouse button.

Hopefully, that should see you alright.

this problem can be due to some virus. the task bar appears when you move your mouse, you can make sure that this is due to some change in the setting .if so, right click on the task bar and click properties > Task bar tab > put check mark on the keep task bar on top of the windows.

I would start with a spyware scan from your installed anti-spyware app (or you can use http://housecall.trendmicro.com which is not always reliable but it is a good start) and go from there. There is a few issues with spyware and some virus that deleted the registry entry for the task bar.

The first link talks about how to fix it with regedit (BE CAREFUL WITH THAT.)

The second is another list of possible tries to fix it.

In my experience 9/10 times issues such as this are spyware/maleware and can be eliminated.
