I don't think there is any exact and definite definition of "evening". It varies, depending on your location. Where I live people often use the word "evening" when referring to afternoon - any time after 12:00 noon until about 8:00 p.m., and then use the word night. However, others use the word evening for all the dark hours until about midnight and then use other words for the early morning hours. I don't think thrre is a clear answer.
Informally, the evening is the period in which the daylight is decreasing, between the late afternoon and night; it extends from the latter portion of the daylight (before sunset) until dark (after sunset). Typically between 6 and 9 pm. Euphemistically the evening is also the latter part of a person's life.
Evening is often defined as the period from 6:00pm to midnight, regardless of the time that the sun sets
A formal definition is used for religious purposes. For instance, the Israelite priesthood of the Old Testament in the Bible, was required to perform certain duties "at even(ing)". However, this definition is controversial. There are two prevailing views:
The last quarter of the daylight portion of the day, before sunset. This view was held by the Jewish Pharisees and is supported in historical references such as Josephus and the Bible.
The twilight before dark, after sunset.
Dictionary definitions:
evening:
the last part of the day, usually from late afternoon until bedtime.
The period of decreasing daylight between afternoon and night.
2. The period between sunset or the evening meal and bedtime: a quiet evening at home.
3. A later period or time: in the evening of one's life.
4. Chiefly Southern U.S. The time from noon to twilight.
1. [n] the latter part of the day (the period of decreasing daylight from late afternoon until nightfall); "he enjoyed the evening light across the lake".
2. [n] the early part of night (from dinner until bedtime) spent in a special way; "an evening at the opera".
3. [n] a later concluding time period; "it was the evening of the Roman Empire".
As you can see, your question is actually quite complex. I hope this is of some help.

According to Nextel, evenings start at 9:00 pm. I have no idea what that time between afternoon and evening is called. I suppose that cell phone service providers think that is doesn't exist.
