this question is different all around it just depends on how much you are willing to believe and how hard your hold on "reality" is i mean for some people who just dont like this one stories are reality and reality is just a drug induced dream that can be real if you think about it enough

As you said that they must have superpowers, that excludes batman right? I personally think that most characters are feasible, that is if you really believe that your genes can mutate or that there is a planet called Krypton.
On earth, i guess that the Hulk is quite feasible, (in the future where technology is more advanced) as well as Spider-man (though they have to genetically alter the spider and the wed-shooting parts will most likely be from other... appendages.)
Outside the solar system, Superman is the most obvious choice, except that Krypton must have the technology for much much much faster-than-light travels, for Clarke to land on earth still a baby.

I assume you intend for the character to have actual "powers", per se, and don't rely on extraneous devices or equipment like Batman and Iron Man (both great characters,BTW). I will list the ones with "powers" I believe are feasible in reality and are not too far-fetched:
#1. Capt. America. He had the "Super-Soldier" serum injected in his bloodstream. The serum, is, for all accounts and purposes, similar to steroids, but I don't think of it as steroids myself, but the seruma as a synthetic concoction that enables Steve Rogers to do what he does. Cap has heightened strength, agility, reflexes, etc. Very, very plausible.
#2. Black Canary. While not too fond of this character, she has the ability to use her voice to cause sonic damage. It's been proven that some people can shatter glass by using their voice, so I think this isn't too far-fetched. Doubt anyone would have the same range as this character, but I def. believe it is possible.
#3. Iron Fist. Daniel Rand is able to manipulate his inner "chi" or life force, and can make his fist strike exceedingly hard, even knocking Iron Man around! It may sound like a silly power to some (needs to change his costume, too), but I really believe this is plausible. Witness the Shaolin Monks, and how they are able to use their bodies in fantastic ways, withstanding strikes, and being hit from weapons, such as batons, swords, and the like! They claim to use their inner "chi", and while I think there's something else at work there, I still believe this is plausible. See how acupuncture supposedly works off the "chi" concept, and there's another reason to add that it's possible.
#4. Various characters with telepathy powers. The ability to read minds-I think is a bit far down the road, but still more plausible. I am not talking Prof. X level or the like, but just basic one on one mind reading. Tests have been done by Govt. agencies such as the CIA on people to do "remote viewing", where one secluded person tries to envision what another secluded person is seeing, and is transmitted via thought. Very possible.
#5. Doctor Midnight. No one realizes that Daredevil, while a good character, owes his existence to the original Dr. Midnight from the All Star Comics from the 40's. Dr. Midnight had the ability to see in the dark. The new Dr. Midnight has enhanced visual aptitude, and can see in most energy fields, spectrums, and, of course, in the dark, due to a chemical reaction. I think there may be persons with similar ocular skills if they are augmented with drugs, or use some type of electrode implant that stimulates the optic nerves.
#6. Cyborgs. There is at least one person who has an electrode implanted in his forearm that is a sensor which enables him to open electronic doors with similar sensors. This was on Ripley's Believe It or Not! a few years ago, and I am telling the truth about it. Wish I had a link, but I have seen this episode more than once. Also, how many amputees have prosthetic limbs that are far and advanced above the older artificial limbs? I'm not talking Steve Austin, the Bionic Man, but a number of people have artificial hands that rotate, arms that rely on muscle and nerve signals, etc. This is a really fascinating area. I think it may even one day progress to brain implants for computer purposes or instant knowledge, such as Sci-Fi author William Gibson wrote in his "Cyberpunk" novels "Neuromancer" and "Mona Lisa Overdrive".
I know there are more, but these are the ones that immediately come to mind. Very good question-it's also why people read and enjoy comics, because we think "Hey, this could happen in reality".

I'm guessing your best bet is someone like Iron Fist or Green Arrow. And someone like Green Arrow or Iron Fist would get shut down VERY quickly by a Police Swat Team (they'd treat the Green Arrow like those two Sniper Guys), and someone with Iron Fist's Martial Arts Skills just couldn't outrun thousands of rounds of semi-automatic AR-15 gunfire, so he wouldn't last long, either.
Punisher & Batman would be too expensive to fund...

Could be a real one in life? Punisher is the most likely. Since he's a human vigilante. Elektra also possible, a martial arts warrior.
