Yes, there is laser removal and electrolysis. Laser removal can be pricy but I have seen electrolysis for as low as 30 dollars.

if you commit to waxing for a long time (years), overtime, the hair will get thinner and sparse and eventually not grow back. And never shave it or nair it, it has to be removed with the root. You could try eppilating but it will most likely hurt more.

define "normal cost." this is the key part. to completely remove hair with a laser costs money, and allot of it. I suggest either waxing (which still costs $$) or just shave every day at a minimum expense.

i think it's impossible that your hair will never go back!!! but try this anyway:

The only way to ensure it doesn't grow back is surgery, but, waxing will keep it down for a while.

plucking will EVENTUALLY prevent hair growing back, but, as noted, it hurts like hell, and you tend to miss spots.
