is it possible to do it if the site that has the email i want to retrieve is unavaliable???

If the site that has the email is not available, meaning the server is down or the website has shut down, then the email is probably on that server machine (as in it is available to the server administrator) but not available to you. The only way to retreive the email is by contacting the site administrator because the email is locked up on the server machine.
Now generally if the site was available, depending on the type of email (POP3, etc...) you can set email forwarding from one email address to another so that you receive the emails from email x to email y's inbox.

No it is not possible by drag n drop
only on way is to redirect that mail to the Inbox of another mail address
