The answer to your question is, no.
If you shake a container of liquid that is vacuum sealed, (let's assume it is a rigid container instead of a bag which would collapse from the vacuum) you will have no problem mixing the liquid quite well and the resulting mixture would be only the liquid substance you started with, only mixed up. But if the container is not vacuum sealed, then the air (let's also assume it is normal air) that is also present will get mixed in with the liquid in the form of tiny bubbles. Those bubbles may bond with the molecules of the liquid or they may fizz out over time, but after shaking, they will be mixed in with the liquid. So there is a difference.

No because if you shake up liquid in an open container the pressure during shaking can cause it to spill. If it is closed as in a vacuum pack the pressure during the shaking process is confined within the container creating forces that would mix the liquid thoroughly.

It would be harder to mix a liquid in a vaccuum packed container, becouse there's no room for it to slosh about.
It you're persistant though, you can create enough movement in there to get it mixed after a while.

no, cos the liquid would completely fill the pack. When there is air (or any gas) present, it allows the liquid room to move, fold on itself,aereate and mix.

If the container was open, then all the stuff would fly out when you shake it.
