The difference is the Irish Jokes are true, and the Irish usually too drunk to know who you were laughing at.
No, seriously, most Irish, Italian, Polish jokes are so old that most people are immune to them. If you could have gone back 50 or 60 years ago and started telling WOP or Dago jokes around a group of Italians you would have probably had what may be called an altercation. I remember my uncles telling me about fights they got into over it.
Even now, it would not always be wise to tell Irish jokes in the wrong setting. Callahan's Pup at about 1AM would be a good example.

I think jokes have to always be taken with a grain of sand anyway. It really doesn't matter which Nationality you are. Americans I would say are the most pompous with the racism and the blunt of the joke area. The funny thing is they have mostly all Nationalities as a Nation as a whole. That's what makes it America. I'm an American and believe me, I have told jokes and been at the bottom end of them myself.

Irish jokes are genuinly harmless and funny for the most part and we all know the Irish are not stupid and they enjoy a good laugh and have a good sense of humour. On the other hand...

Depends on who is telling the joke, also depends on the venue.
An Irishman telling an Irish joke is probably not offending other Irishmen. An Irishman telling Asian jokes probably offends Asians.
