He could have a blood sugar problem. Get him checked for diabetes. If he has diabetes then his blood sugar is really not being controlled properly. He will get dark patches behind his neck, knees, and elbows as well. Certain ethic groups are also at a higher risk of developing diabetes and your name looks like it is from the Indian subcontinent, and it is extremely common over there. The proper name for the dark patches I am talking about is: Acanthosis nigricans

Dark patches around the eyes are often caused by blood vessels just under the surface of the skin.
As people age the skin around their eyes and on their temples gets thinner and therefore darker with age
The skin gets darker because the blood vessels are closer to the surface of the skin..
Also, tendencies to have dark pigmentation around the eyes tends to be inherited.

this may be because of sun burning or due to lack of nutrients(improper diet)or may be because of some internal changes it is better to consult a skin specialist because it may spread or first use some home tips like use lemon juice or cucumber juice it may be a chayee
