Don't know enough about Giant Man, except that he got his butt handed to him by the Hulk in "Ultimate Avengers" the animated movie.
As such, I can't just hand it to Atom Smasher. Wouldn't be fair to judge without knowing both sides. What I can do is relate a few things that would indicate Atom Smasher's abilities.
While very, very strong, he isn't nearly in the Superman class. Before they became 'brothers', Black Adam decked him a number of times. However, he has given Adam a few blows to remember as well (JSA Book 4: Fair Play).
Atom Smasher also has it where it counts. To put it bluntly, he has huge balls. He stoood up to the Spectre (the Spirit of Vengeance, and literally the Wrath of God) and got in his face. The Spectre nearly killed him, but he faced him anyway.
I might also mention that in order to face the Spectre in the way he did, he pushed his size-changing powers to the limit and grew to approximately 5000 feet high. He also managed to push the Spectre out of the city of Shiruta, Khandaq. (JSA Book 10: Black Vengeance).
So there's the more impressive stuff on Atom Smasher, so if anybody can fill me in on Giant Man, we might be able to make a fair call on this fight.

Giant Man has always been a wimp, Hank Pym suxs. Atom Smasher wins hands down.

captain america beat hank pym's ***, in ultimate avengers (and, yes, he was giant sized), and, then, stole 'is girl! this i find somewhat implausible (except the girl). still, the man hasn't had the best luck in his career as a superhero. ant-man? wtf?!
