The only difference between D945 and D950 Is that D950 has VT(virtualization Technology) and D945 don't.Virtualization Technology separate tasks on your pc in order every task work in it's own isolated "virtual Computer"( provides security).
Check http://www.intel.com/products/processor_number/chart/pentium_d.htm for more information about virtualization(Click view demo).
Bios is a "program" which comes with the motherboard,It is installed in every motherboard, the only thing that you might have to do when you buy your new computer is to update it.

Not a clue on the D945 and D950- I haven't repaired computers since the Z80/8088a was the hot processor to have- and that was back in 1985.

OEM means "Orginal Equipment Manufacturer"

D945 and D950 are two processors made by intel..i think? And the other posts are correct about OEM, and as far as BIOS, yes this is included with a motherboard. It is preinstalled for you, however it may need updated.
