Fish can detect vibrations in the water, being either sound or movement driven. Fish possess what is known as a lateral line system, these are two parallel lines that run laterally down the fish's body. They are filled with sensory nerve endings and can locate the positon of a disturbance in the water, and even out of water. That is why it is difficult to sneak up on a fish, even on shore. For this reason it is usually advised not to tap on the glass at pet stores.
Birds like the great blue heron that hunt fish have very thin legs that cut down on the amount of vibration they cause when the walk in the water, this makes them able to get very close to the fish.

Yes, they have there own special way of perceiving sound. Sound is important in the marine environment and fishes have developed special sensory adaptations for detecting and interpreting sounds. Two independent but related sensory systems used by fish to "hear" are the inner ear and the lateral line, which together make up the octavo-lateralis system.

Yes, is the short answer. They don't have ears and sound *only* carries in air, so it's impossible for them to actually hear like we do. None the less, I've caught a litteral thousand trouts [fish] and the old fishermen used to all say to me that 'the fish can hear' and I can tell you that if we went to the river and shouted then we'd catch nothing. the way to catch fish is to keep low, and be silent or quiet.

No! They do not even have ears, unlike many other living things( for example us humans). However, do not think that they can not sense vibrations in the water! That is why, people are warned not to tap fish tanks, however softly!
