When you're transmitting data over a network it can be seen by others, but it takes more skills than the average user possesses. I would say that is as safe as a phone call (can be listen, but only with skills and equipment).

There is a site that allows you to look at video of other users. All they have to do is click on your link and they can see you on your webcam, even if you didn't invite them.

Well, actually it depends on the software you are using. A good software encrypts the video before send it over the Internet. That means that, even if someone other receive the video, he won't be able to read it.
