If you have Windows XP, while restarting your computer or turning it on, there should be a F10, F12, or F5 text printed fastly before your login screen loads up. If you don't see the text try hitting those buttons during the start up process.You will get to a menu, select an option as close as: last point of system working properly. This should clear it up.

You can either do a system restore back to a later time by going to Start>All Programs>Accessories>System Tools>System Restore
If that doesn't work its normally something you just recently uninstalled or deleted. If this is the case, you want to reinstall the program again uninstall it properly by going to add/remove programs.
