I'm really in agreement with John Rae on this...I would also suggest citizen involvement in community projects funded, staffed and for the benefit of the participating citizens. People who live in a city should help keep it clean and safe, just as they do in small towns.
But please take note, before working on the problems of "urban" cities, you might tackle those of rural cities or the urban antarctic...but before you do, look up "urban" in a dictionary so as to not go on repeating yourself.

Crime is the biggest problem of the inner city environment, which is a breeding ground for hopelessness. A child growing up there has little chance of breaking the cycle of poverty that surrounds them. Higher education or job training is the key to escaping it, but most inner-city kids do not have the financial resources to pursue them. In the same way the federal government developed Medicare to help the elderly, I envision a program called "Educare" to help our youth fund college or acquire skilled job training. Better education and better training lead to better jobs, which leads to higher income, which leads to a higher standard of living, which leads to hope for the future, which leads to less crime or the need for it. Yes, Educare will require a huge investment of tax dollars. But the return will far exceed the investment because a whole new generation of our youth will be transformed from tax-draining criminals into productive tax-paying citizens.
The American dream is still there, but realistically it is there only for the educated and the skilled to achieve. Educare is a way for our inner-city youth to escape the cycle of hopelessness, crime and poverty in which they are entrapped, and earn a share of the American dream.

Part of what makes this so complicated is that many elements are circular: young kids become criminals because they didn't learn to play nice with other kids, criminals make neighborhoods unsafe, unsafe neighborhoods can't support youth activities to teach young kids how to play nice with other kids, and so on.
1. Genuine leaders in activity leagues who will not allow anyone on the teams to warm the bench. Everyone plays.
2. Families who believe that it is possible to 'get out of the ghetto' or otherwise improve their present circumstances or their children's futures.
3. Shifting the thrust of the criminal justice system away from incarceration (read: crime-school) and toward genuine rehabilitation.
4. Social role-models who demonstrate genuine virtues.
5. Citizens organizing with common interests in mind, including but not limited to their physical neighborhoods, and committing to the idea that their actions matter on every level of society, from the individual to the global.

Good transportation/communication infrastructure
Cultural/Entertainment options
Environmental friendliness
Police and crime control

Pump money into an area and watch it rejuevenate. Then watch the suburban areas begin to decline. It is a constant battle for overall improvement.
