Minimum criteria today is to be recognized from the international community, with borders, constitution, language, etc...If you have that, than you can consider yourself as a country, no matter whose territory you took. You may have your own territory, on the other hand, with all historical,etc. rights, but without international recognition (at 1st, from USA), you are nothing. That is how it goes in a modern world, look Israel, Palestine, Kosovo problem. In the old times you had to have big army, but when you think about, today is the same, it is just hidden behind UN, and other organization who just protect rights of big power. This is about minimum criteria in a political sense.

This question is politiical science-oriented. From elementary school Government, the minimum criteria for a state are:
1. a land area however small
2. population regardless of size
3. government
4. sovereignity of the government
5. recognition by other sovereign states.

i could give you the longwinded answer but i'm too lazy....

Put it this way... Declarations don't make a country. Ultimately, it is whether the community of nations acknowldeges your status as a sovereign state.

ask america's president ........... if he suppourts you then you can convert your town into country and you can become president
