The cool thing about the metric system is that it's easy to do these conversions.
KHDUDCM
Kilo Hecto Deca Unit (seconds in your case, could be meters or whatever else) Deci Centi Milli
So from looking at that, there's 3 places between unit and milliunit so you move the decimal point 3 places to the right or multiply by 1000 (same thing) cos 1000 milliseconds for every 1 second.
Or you can go to google and type in "3.5 seconds to milliseconds" :)
3.5 seconds = 3 500 milliseconds
