If you dip a true diamond into water...it will come out dry. Imitations will have some water residue left on them. Best way to get their shine back is by taking them to a jeweller. They will know best how to 'clean' a diamond.

Soap and old tooth brush...

Just about any cleaner you can think of, the stronger the better.
You shouldbe worried about damaging a diamond - it can take any abrasives or whatever.

However, if it is part of your jewelry - you should be careful about not scratching the gold. This is why I recomment soap and old tooth brush.

sounds funny but with a tooth brush and tooth paste rinse well cleans and shines

First, use mild detergent. Then, rinse it. It may sound funny, but it's true.
