Do you mean "sell the design" or you want to sell tshirts with the design on them? The rest of the question seems to mean sell the shirts.
There is never a best, there is only pros and cons. I usually recommend CafePress as the first place to start because it offers the most variety of items, the free shop is really free, its the easiest to work with, and has great support forums. Others have better products and prices but they tend to have reasons that blow people away without anything ever getting done. Start at CP and then graduate down the road to one of the others.

you can place ads on e bay or craigslist'or contact buyer's at department stores, gifts shops or at rummage sales, flea markets, church sales or at fairs[ sometimes you can rent for a small fee a table or area
