It decreases the likelihood of developing prostate cancer. Any sex does the same. Yes, for this benefit gender is a factor. There are many other health benefits to a healthy sex life, for men and women, as to include masturbation. The con is that too much of it is a waste of your time and could leave you less motivated to find a real partner, or if you have a partner it might leave you less interested in satifying her which could cause problems. (This one depends, I think, on the individual.)

I believe that men need to masturbate when no sex is available due to the build up of sperm. Though it will re-absorb into the body if not ejaculated, it is not healthy to have this happen all the time. As you get older, it can lead to prostate problems. Best to just take care of it if you feel that build up. Nothing wrong with it.
I think with women, it helps relieve tension and can easy PMS symptoms. Plus, it helps her to be more aware of what turns her on when she has sex. Also possibly helps to create more pheromones to attract a partner.
