One may do what one thinks is right at any time.

One must also be willing to accept the consequenses of those actions.

I agree completely but a person's definition of a "man" before a subject can be different. Each person has different morals that can make them too rebelious. That's why there is a law in society. If the law is wrong, however, it is up to people who act as "men" before subjects. Hopefully their definition of a "man" is a moral one.
