An air separation plant normally means one where the components of air (nitrogen, oxygen, noble gases etc) are separated and purified at cryogenic temperatures by distillation.

Air separation plants are used to produce gases that are then used as raw materials for other production processes or uses. These plants "produce nitrogen, oxygen and argon using air and electrical power as raw materials.

There are two main ways of separating air...
Cryogenic plants - use very low temperatures
Non-cryogenic plants - done at "near-ambient temperature"

Universal Industrial Gases, Inc. has a section of its website dedicated to explaining how these air separation plants work. Its a fairly easy read and explains things in a way that's easier to understand. I've included the link below so you can read into the details (the www.uigi.com link). I've included the second one as a slightly more technical explanation.
