Yes, unless you are engaged because you would wonder what color your children's hair has a chance of being. If you really want to know just look at the roots just before she goes in for her next dye job.

Depends on the person. I change my hair color atleast once or twice a month. And I wouldnt mind if someone asked me that but that's just me.

Yes. She may be self conscious - its like age - general rule is that it's rude. Have a reason for asking. By the way check her eyebrows and anywhere else - its darker but it usually matches. (blondes can be brunette elsewhere)
