So what's the question? Can you stop growing it... No.

At least not unless you wanna do something stupid like find an unscrupulous doctor who'll give you chemotherapy for no reason. Or, use a bunch of hair removal products... that's dumb... might as well shave like most men do. There's electrolysis, an electric needle process done by a dermatologist... $$$. Women and gay men are big on that - hmmm? Or, you can do what your ancestors did and pluck the hairs out one at a time... they might stop replacing themselves eventually and the problem will be solved,of course, that might not be until you're 90. So....

Live with it... buy a Bic razor.

There are creams you can use on your hair to make it softer. There are also creams to remove hair from the face. Once you start shaving alot, though, it will continue to grow out tougher.
Most Native American men have no or little hair on their body at all, but my ex had some that was kind of brittle on my face. He started with the hair removal cream and was well satisfied.

Try rubbing turmeric paste on your face everyday. This would take a long time (3-6 months) but works very well. It's a natural hair inhibitor.

Sorry guy, once it starts it just gets thicker, and quicker. Laser or electrolysis is your only option unless you have a lot of time on your hands to pluck. Even plucking doesn't stop it for long.

You can have hair-removal done by electrolysis. It's painful and expensive, but if I had to shave my face every day I'd do it.
