Oxfam has launched an appeal for funds to aid the reconstruction of Lebanon but who do you think should pay for this. Israel who did most of the damage? The Countries that supported Israel? The Countries that supported Hezbollah? Or is it the wider world's responsibility?

That's a good question. I think the question is divided into two parts. One aspect is who will contribute the funds. The second part relates to the consequences of whoever provides the financial support.

No way will Israel contribute to the rebuilding of Lebanon. Israeli supporters (the U.S.) will also balk. I suspect that Hezbollah, with the support and influence of Iran and Syria will attempt to rebuild Lebanon in an effort to maintain their sphere of influence.

Lebanon appears to resemble a failed state in the south. Hezbollah has more support there than the Lebanese government. The Bush policy of stalling the cease-fire emboldened Hezbollah.

The international community should oversee the reconstruction of Lebanon with the partnership of the Lebanese government. This will minimize Hezbollah but also show Israel and the Bush administration that the latest war was a no-win situation. The U.S. should also provide much-needed supplies to the rebuilding effort.

it should be a world-wide effort, but mainly from the USA and Israel. Israel wanted to launch Lebanon back twenty years and they did, with ruthless attacks at infrastructure. USA should pay, they are rich and they kept adding gas on fire for a while. Indirectly, USA is responsible for the conflict and they should pay. USA and Israel keeps saying that they want to see Hezbollah dismantled and maybe by reconstructing infrastructure in Lebanon it would push for the dismantling of Hezbollah.

USA and Israel pushes for the action, when consequences arises, such as reconstruction now, they retreat.

proportionally who did what to whom, Israel bombed the crap out of Lebanon's infrastructure so as to curb Hezbollah's capabilities or so it says. It was Lebanon that was invaded, the damage comparison is laughable, Israel got a black eye while Lebanon ended up on life support. Why would anyone want to invest in Lebanon now, when there's a constant threat of another massive over-the top response by a neighbouring country whenever they feel they're justified.

Israel is a sturdy human beings, i've got confidence they'll help in some way. yet Lebanon has organic components they might pay or they might get Hezbollah to assist pay. Hezbollah is in charge broadly speaking.

Iraq attacked Iran, and caused Billions of dollars of damage, and was ordered to compensate Iran in an international court. !

Iraq did not pay, neither did any of the countries that openly supported Iraq at the time ! despite a court order !

Question is not who should pay !
it is more like who would pay !

We didn't ask for the people of Saudi Arabia or Afghanistan to pay for a new WTC...
