The Borg are an abreviated acronym for a bee organization, or hive. People are turned into cybernetic organisms, worker borg, so to speak, all in service of the queen borg. It is a hive. I don't see that as being the same idea as cybermen. The are similarities in behavior but not design.

I suspect if you went through enough science fiction, you'd find other similar creations. There are enough differences between the two that I wouldn't call it a blatant rip-off. But if you're going down that route, is the episode where Rose empathises with a lonely single Dalek and feels his pain a rip-off of the TNG episode where Geordi sucessfully reaches out to a lonely, isolated Borg?

I could argue that most Sci Fi is a ripoff of Forbidden Planet 1956. It covers so many issues that other shows later "copied". But then again, when is the last time you saw an original sitcom. How many times in my life will there be a new lawyer or medical show.

Cybermen are awesome.

They really should put some kind of plate on their chest to protect against gold dust.
