If you can put your hand on your pubic bone and pull up skin, then this is probably the reason. Your clitoris is not firmly in the right place, it is dangling internally, or so to speak. Maybe another way to say it is that the elasticity that holds it where it's supposed to be is not as strong as it was before, therefore it is weak and tends to droop.This happens with overweight women. Are you overweight?

Maybe you/he are/is not rubbing it long enough. A great many women need quite a bit of foreplay and stimulation before being able to reach a climax. A vibrator is just a lot more stimulating than a finger.

When you're alone sometime try rubbing it in circles. It might take a while but eventually something will happen! The problem is probably that you just haven't perfected rubbing it yet. I didn't for a long time..
