You can express your love in the the things you do and say.
They say actions speak louder than words.
It is sometimes with unspoken words that we speak the loudest.

If your love can be expressed in a few small choice words then that may not impress them. A few words will not take long to say; they may not last in his memory either. You need to make sure you express it every day in actions as well as words. And you need to do it honestly. That way every day, he's getting a clearer view of you and your love for him.

I guess one of the things I was trying to say is that it will take a lifetime to show him. Use any chance and every chance to do it. How do you do that without them getting tired of hearing "I lvoe you" over and over? You don't use words (or even hugs) just treat them as a friend, with truth and respect; always. (If you're mad at your parents you still know how to treat them with respect, so truth and respect can even be shown when things are not peachy.)

Pet him, if it’s about him. He loves to feel taken care off. Don’t give him lessons or something like that, if you really love him, it means you love everything about him. Massage his ego but don’t underestimate your self. Always be the best chick in town because you really are. Impress his friends. Show understanding for his favorite hobby. Show him he’s special. He’ll go crazy after you.
If it’s a girl, let her know she’s the most beautiful creature in the world. Tell her she has a stile or something similar.
Regardless of fact if that person you want to express love to is your friend or you have a relationship, saying I love you is not enough. People want support in their efforts. You have to figure out their efforts and give them support. Friends are excellent for feeding ego. They are somebody who tells you nice things even when your entire world collapses. Because of them you feel needed and useful. Don’t exaggerate because humans are very complicated. You have to feel the proper measure. If you want to express love to parents or grandparents you might show them how grateful you are for everything they did for you. Perhaps write them a poem.
