omg please do not try any of those stupid answers. use only a safe cleaner. I would say you want to moisturize it. vegitable oil maybe I think I have tried skin so soft before but you have to soak in that. Call your vet office and ask them what they think. If they say bring it in and you can't afford it tell them that and they may give you some advise. What ever you don't leave it. Because it sticks like a matt it pulls on the dogs hair and will damage the skin underneath. DO NOT USE GASOLINE, OR ANY OTHER STUPID DEADLY CLEANER.

Tar can be dissolved by several products, but
most are flammable and some may cause
inflamation to the skin.
Solvents that will dissolve tar are:
Lacquer Thinner
Mineral Spirits -- not as good at dissolving
as laquer thinner
Kerosene -- flammable
Tar Remover -- yes there is such a thing
Gasoline -- not recommended for use on pets
Where do you get these products? You
can go to a local auto parts store or hardware
store and most will be able to help you and tell
you what solvents they have that will work. You should call your local veterinarian and see what they can recommend that is safe for
pets.

I don't think this will be safe for the dog... but if you can figure out a way to use gasoline to remove the tar from the fur on you dog without being inhumane then go for it. Gasoline. That's the stuff that works.

I heard that using ice cubes in a bag and freezing the tar then breaking or chipping the tar off after its hard might work.
Peanut butter might work
Oven cleaner...spray on tar and try to avoid the dog when spraying...oven cleaner cleans out grease but needs to be wiped up quick becasue it can dye fabrics and or carpets...dont know about a dog though...not sure if it will clean tar but its worth a try.
Hand cleaner that mechanics and stuff use...it gets out grease so maybe it might work on tar.

I just removed (more or less) tar from our carpet with water-soluble paintbrush cleaner. ("Polyclens" is the UK brand, but similar stuff must be available everywhere; it's a strong detergent.)

Use the product "goof off" or de-solv-it " available in most
any store, hardware grocery Lowe's etc.
It will work and no lasting problems.
especially de-solv-it, has an orange citrus scent.
