I get this and have had problems all over the world and had to buy stuff for it. The best thing was something I got in Spain, but the second best thing is Balmex (for baby nappy rash). I got it in USA and it helps to allow everything to heal whilst stopping it fom getting worse.
As for being able to keep it from happening, you may need to lose a little weight, or you could use talcum powder to stop the area becoming moist and causing the friction.

Along with keeping it clean, also keep it dry as possible. If it is sore now, at night apply some antibiotic ointment. If that is the problem, the soreness will probably go away overnight. If it is still sore, you could have some type of fungus infection or something like that from the pool. Ask your pharmacist or see your doctor.

I know that this is silly, but baby rash ointment will clear it up really quick, just think about it, for the first year of babies lives, they are exsposed to being wet nearly all the time and baby ointment is the only thing that I have used to treat mine...I loved it, felt funny, but I loved it. :) Oh and always moisturize with something that can withstand water. aka water resistant...:)
