Everyone is going on about the chain. If it is low level loo of any sort, there is no chain. There is a C-hook that connects the syphon plunger to the handle. I am inclined to agree with AndrewB who suggests the diaphragm is split, but it could be that the water level is too low. Check to make sure it is covering the syphon pot. If not, adjust the ball-vale. How depends on the type.

sounds like the chain is to long going to the flushing lever inside the tank, when this happens it hits the tank lid before it lifts the flapper. Let the tank fill with water, with the flusher handle relaxed adjust the chain length leaving just a little slack. when you flush the toilet watch to see how high the flusher lever rises over the tank lip see that it fully lifts the flapper before it hits the bottom of the tank lid... good luck

at the bottom there is a "flapper" that flaps up when flushed and down to fill the tank. the flapper usually has a chain hooked to it and that chain is hooked to a bar that is controlled by the handle. sounds like the chain has come off somewhere. you'll find the problem. good luck.

The syphon mechanism is worn out or broken. Thats the big thingy in the cistern. These are easy to replace. Any DIY supply or plumber supply has replacement units for around €20.

Sounds like the diaphragm in your flush mechanism has perished. You can buy replacement mechanism units at B and Q. Its not too difficult to fit a new one but make sure you get the right size

Come back and tell us what the dodad in the tank looks like. Is it a chain with a big black ball a the bottom or is it a big plastic tube thingy? While you are looking at it wiggle the handle to see what moves and what the lever is connected to.

Get back.....get back .....get back to where you once

Oh sorry, that is an old Beatles tune that just popped into my head.

under the diaphragm there is a plastic disc and they usually split... you will have to turn your water off, drain the water out of the cistern, remove the big plastic nut from underneath and remove the whole thing, you can then inspect the plastic syphon. If it is split you will need to replace it, or just buy a new complete unit, they cost about £5

IF IT IS A PLASTIC INNER ON YOUR CISTERN THEN I SHOULD SAY THAT THE DIAPHRAM PROBABLY HAS A TEAR IN IT. I REPAIRED MINE WITH SELOTAPE 6 MONTHS AGO. YOU WILL NEED TO GET A PLUMBER OR A GOOD HANDY MAN AND TURN OF THE WATER IF THIS IS THE CASE.

Sounds like your chain has become disconnected or the ballcock valve is not sealing, you might have something trapped under the valve or your valve is warped.
