Okay, just to let you know... unless the girl is shy, she doesn't want you! I hate to be blunt but that's normally the case. Females get REALLY annoyed when u keep hinting the obvious. AKA.... the trying to get her attention after she ignored it all this time is probably going to get u punched/kicked in the nuts sooner or later. So if she isn't shy, u've been in her face 24/7 and u hasn't given u the "okay" sign.... chances are.... you aren't her type.

not responding as in completely ignoring flirtatious actions? stop flirting and be her friend for a while. ease yourself into her life and she'll accept you. then she might be more open for a realtionship. if you're already friends, don't keep pestering her on the subject. let her be for god's sake!
if she's just ignoring everything about you, don't bother. she obviously isn't worth your time/effort/or care. she doesn't deserve you.

if u good character, a heart to love with out conditions, helping mind, and listening ability you can easily win a girl. but make sure she is not having an affair with another person. if so then leave it

Gotta make sure you have something in common with her for starters. Just try being yourself. If that doesn't work then maybe it wasn't meant to be...good luck
