I think that either people found greater opportunity wherever they ended up (for those who seek opportunity), they have nothing to return to, they cannot bear to see what has happened, they are too poor to return, or (worst) they are waiting for someone else to bring them home and take care of them.

I have been back there for a visit. The devastation was horrific. Home after home was wiped out. The problem is - the situation still remains - New Orleans could be hit by another storm and have a repeat of what happened last year. Jobs, as well as homes were lost. Many have just figured it out that it is probably best to leave and try to start all over. That's hard, but what else could they do. New Orleans has lost about 40% of its previous population.

there is a building boom in the towns north of lake ponchatrain. many people took the insurance settlement, built new on higher ground farther from the coast. they are still easy driving distance from NO, but they are above sea level now.
some areas of NO didnt flood, they were old, nice sections. those people returned. many displaced people were renters. when buildings are repaired, many will come back.

Come back to what? Their homes are junk, the gas stations and grocery stores also. There's no structure there to support them as many jobs have just been wiped out as well.
