I teach "city" kids dance, cheer, ballet. I would like to give them an outlet to go to that has inexpensive or even gently used/second hand shoes, costumes, leotards, tights, leg warmers & such...

I would maybe contact some dance schools to see if they can make a donation box. There aren't many store out there that sell used stuff. You can probably buy cheaper shoes and things online at ebay and www.discountdance.com

They sell only new stuff, but I think they have some inexpensive items, and they have generous sale items, too.

I bought legwarmers from them for $10 (kids clothes is even cheaper) they are good quality.
