I get that page sometimes when trying to access tripod.

There's probably nothing on your side that causes the error message to appear.

Include files are at the server level and the file that the page is trying to access is not there. It's a common problem and fairly easy to fix. Give it a couple of days and hopefully it should go away.

If the problem still exists, shoot an email to the owner of the web site and let them know about the error you are seeing.

it sounds like the page is looking for a template that is listed on the page, but hasn't been uploaded to the hosting site....

But i'm just guessing here...

the template file called tmpl.html is not located at the desired path indicated.
