Okay, here's how you apply both:
:: Eyeshadow ::
Purchase an eyeshadow brush from MAC. They should tell you which one would go with the kind of eyeshadow you use.
Always put a darker color on the bottom and a lighter on top. It's nice to wear an almost neutral tone on the top.
:: Eyeliner ::
Line your eyes as close to your lashes as possible. You can line the top of your lashes on your lid and/or the bottom ones. Don't line inside of your eye, because that will make your eyes smaller and less noticeable. It can also cause infections (especially if you wear contact lens).
If you have close set (closer to your nose than cheekbones) eyes then line only 1/2 of your eye. From the side nearest to your ear to your pupil.
If you have wide set eyes (closer to your cheekbones than nose) then line your whole eye.
x Color Advice x
Eyeshadow: Don't go too dark in the daytime. Neutrals near the brow. Color for lid.
Eyeliner: Don't use black in the daytime. Use better colors such as dark brown, navy, or plum depending on what color eyeshadow you have.

Take the lighter color and brush it all over your lid. Take the darker color and apply it to the crease. Put your eyeliner along your lash line on the top only about 3/4 of the way. On the bottom only if you want to and do it under the lash not inside the rim of the eye. Don't go all the way to the inside corner. Then apply mascara and brow fix.

My favorite eye tools:
Stila Smudge Pot-easy to create smoky eyes, just smudge it on your eye area! that's it. the only thing is it's pretty hard to overdo it.
hard candy lash freak mascara- loooove it! pretty eyelashes so easy, just take the wand and brush it onto your top lashes (i don't do the bottom.)
My all-time favorite eye thing EVER is stila convertible eye color. it has eyeliner, eyeshadow, and a smudger all in one.
for day:
lightly line your lashlines with the eyeliner thing. smudge with the smudger until you have a light, smoky, barely-there but oh-so-cute eye.
for night:
line your lashlines with the eyeliner thing. smudge with the eyeshadow wand. reline your lashlines with the eyeliner, then smudge again with the smudger. voila! deep smoky eyes with *mystery* LOL.
haha, these are what i use and my eyes always look cute (i get lots of complements.)

p.s. if you don't feel like spending all this money (the stuff here's a little expensive) then just go to Bartells or Walgreens or some other drugstore and buy their cheap, generice eyeliner and mascara. line your lashlines with the eyeliner (top AND bottom! your eyes will look ugly and unbalanced if you only do the bottom) and smudge with a q-tip. then apply mascara (just sweep the wand over your top lashes.)

Of course start with a clean face, and groomed brows. Groomed brows are KEY. Get them professionally done if possible.
The rule is liquids first then powders. A pencil is a liquid.
Do all your face makeup first except for powder and blush
Put concealer on your eyelid for an even application and more staying power.
Do liner (not too close to inside of eye or you will look tired) along lashline and blend; add a bit of a swoop on the outside if you like. You can do this on your lower lashline as well if it is a look that works for you. I also put liner along the fold of the eye for more drama.
Put a bit of excess regular powder under your eyes to catch eyeshadow that falls during application.
Apply dark eyeshadow to lashline and the fold of your eyelid. You can also apply to lower lashline but be careful.
Apply lighter color to the lid and blend.
Apply silver or a light gold powder to the tearduct area and along your brow. This makes all the difference, makes your eye brighter and whiter.
Curl eyelashes and apply mascara (I guess this is the exception to the liquid then powder rule). I like to apply very lightly to the tips then do an extra coat on the outer lashes. I only apply to the outside lashes on the lower lashline.
Brush off excess powder from under your eye, apply powder and blush to the rest of your face. Make sure it doesn't get all over your mascara, if it does then reapply a little bit of mascara.
I do this everyday and it takes me less than 5 minutes and it's a very natural look. I am 30, medium skinned, brunette with sort of bluegreen eyes. I apply a brown liner, matte dark sage eyeshadow to lashline and eye fold, pearlescent dark sage on top of that, a slightly perlescant gold to blend along the lid and then finish off with silver around the tearduct and under my eye.
I was a licensed cosmetologist for awhile. I did this type of application for most people. As far as what color shadow to use, there's web sources for that info but just think opposites on the color wheel, like green-purple, blue-brown, etc. The sage works for me because I also use gold and sage is a brownish green.

initiate with a easy beige-ish base colour and word over your total lid to the foreheadbone. Then take yet another slightly darker colour and positioned it on the lids only. Then take the colour you relatively need to pop and word it to the crease on your eyelid, mixing it properly into the lid colour. in case you opt for to be dramatic, take a colour lots darker than the others and word on the outer fringe of your eyes, and combine it. stick to with a liner on the two lids and a few mascara.
