OS security is based on: applying patches to your OS(very important) patches fix problems with OS and applications.
Network security is based on; applying firmware updates to routers, switches or any connectivity devices. Also activily monitoring your network traffic. closing ports/services that you don't need or using.

Network Security: the configuration of network devices (firewalls, routers, switches, etc.) to prevent breaches from the Internet and from unauthorized users on the internal side of the network. This would also include access controls to those devices in terms of who is granted administrative authority to change the configuration of said devices;add, edit, delete rules or rule sets; apply patches; and/or upgrade software or firmware.
Operating System Security: the configuration of the operating system to prevent breaches from the Internet or internal network which would cause an interruption of service to users (hardening the OS). Again, this would include access controls to the OS in terms of who is granted administrative authority to change the configuration of the OS, mount drives, add/delete user accounts, set permissions to those accounts, apply patches, and/or upgrade software.
Essentially the same thing just different sets of devices.

if you sit in front of the terminal, that computer's network security setting will have no affect on you, on other hand, if you access that computer's network share, OS security will have no affect on you.
