I have to press the accelerator all the way to the floor in order for it to go 20mph. Once it is above 20mph it runs fine but from 0-20 the car can't get out of its own way and it is much worse when the A/C is on. It is a '99 Toyota Camry 4cyl. My mechanic says there is nothing wrong with it when he hooks it up to the diagnostic machine. Does anyone have any suggestions for what could be wrong?

That little magic box has become a cop-out for a great many mechanics.
If there is a problem in your car, not ALL of them may show up in the computer's library.

TRY THIS---> It may cost you a little bit of time and money (only fair to the shop) but find a REPUTABLE shop and ask that the car at least be road-tested, preferably with you in the car so that you can advise the tech when it mis-behaves.
It is a sad commentary, but since the advent of the custom of flat-rate pay, very few techs will road test, even after they have performed repairs because it doesn't put anything in his pocket.
That's why I said to be prepared to offer some pay for shop time for the road test.
That said, if he finds something wrong, an honorable shop should be willing to make some accommodation for that road test on the final bill. After all, he found something to repair that he will get paid for.

Sounds like a spark plug or spark plug wire is going bad. Air/Fuel mixture isnt proper at low RPMS and low speed so it really does it and less at high speeds. My truck did it and it was just hideous

PS Get a new mechanic and 4cyl are nortorious for that problem. My truck is a 4cyl.

it might be the fact that you have a v4.
